Building District/Chapter Relationships

Objective

To show how chapters can be a vital part and important asset to the district program.

Opening

Introduce yourself, lodge, city and state. State the objectives of the session.

Discovery

Some chapters are integral parts of their district, while others have a strained relationship at best. What are some causes of this? (Get input; aim for these answers.)
- Singular focus of the chapter (Indian lore, no activity, etc.)
- Poor perception of the OA by the district in general
- Bad "PR" in troops
- Others?

While some answers are valid, people generally agree that most problems experienced by a chapter are "PR" oriented. The district leadership has a poor perception and accepts that as fact. How can we overcome this?

Teaching/Learning

What are some opportunities for the chapter to shine?
- Webeloes transition
- Camp promotion
- Chapter adviser attend district committee meetings.
- Implement A.S.K. on chapter basis (even if the lodge does not)
- Honor guards at dinners, ceremonies, etc.
- Camporee administration, execution and promotion

What are the responsibilities of the chapter?
- Live the Scout Oath and Law.
- Represent the lodge to local troops.
- Act as a service arm for the district.
- Set the example (chapter members stay active in their troop).
- Others?

Application

How can you improve relationships between districts and chapters?
- Good public relations; set a positive example for all to see.
- Volunteer to help with events.
- Visit a troop, even if you're not promoting camp or conducting an election.
- Work with the District Commissioner to help troops in trouble.
- Chapter Adviser should pitch "OA" at roundtables and district committee meetings; maintains contact with district leadership.

Summary

Chapters serve as an extension of the lodge, just as districts serve as extensions of the council. The chapter should reflect the best that Scouting can offer and can be a positive and necessary part of district program. It should not overshadow, but enhance the district program.
